Dr. David Appel

Dr. David Appel, Director of the School-Based Health Center at Montefiore Hospital and Co-Chair of the New York State Coalition for School-Based Primary Care, testified about the enormous health needs of students in New York City. Dr. Appel, who runs ten school-based health clinics in the Bronx, stated that many New York City schoolchildren suffer from medical conditions (especially asthma) that affect their ability to perform academically because these students, many of whom are uninsured, do not receive appropriate medical care outside of school-based clinics.

During cross-examination, state attorneys implied that because the needs of NYC students are so great, they are virtually uneducable. Assistant Attorney General Harriet Rosen remarked, “So, essentially, we see that to take care of the needs of these children, it takes even more than a village.”
