New York City Submits Sound Basic Education Plan To Court

The city of New York submitted to the panel of special masters on Wednesday its proposed plan for ensuring that the city's children receive their opportunity for a sound basic education. Although the city is not a party to the court proceedings, the proposal asks that the views of the mayor and the chancellor be considered by the special masters as they find a remedy in CFE v. State.

The city's Plan for a Sound Basic Education first urges the state to meet its obligation under the Court of Appeals' order and ensure that adequate funds are made available to all New York City public schools. Specifically, it calls on the state to provide an additional $5.3 billion in annual state operating aid and to fund half of the city's proposed $13.1 billion plan for capital improvement. To ensure the new funds are wisely spent, the city also lays out a "programmatic blueprint" for providing a sound basic education and incorporates some of the prototypes set forth in the New York Adequacy Study. The four major initiatives are leadership, teacher quality, and parent engagement; early grade interventions and academic enhancements; secondary school reform; and additional supports for special education and English Language Learner students. The city also calls for the consolidation of the state's existing funding streams into a foundation grant that ensures transparency, flexibility, and reflects the needs of disadvantaged students.
