Elaine Fink

Elaine Fink, Superintendent of Community School District 2, the local and national model for professional development, testified about the success of District 2’s professional development program.

Ms. Fink testified that District 2 implemented this program because of the high numbers of low-performing students. Due to this program, District 2 has increased scores on criterion-referenced tests of students who come from low-income homes, but in order to get those same students to meet the Regents’ new Learning Standards, the teachers must obtain the requisite expertise. Ms. Fink testified that with more money, District 2 could improve scores to a much greater extent.

District 2 utilizes numerous techniques to strengthen its teachers’ abilities, including: general, inter- and intra-visitations for teachers; Reading Recovery training; Teacher Mentoring Programs; and Professional Development 3-week labs.

In 2006, after 13 years in the Courts, the New York State Court of Appeals affirmed the right of every public school student in New York to the opportunity for a sound basic education and the state’s responsibility to adequately fund this right, but deferred to the Governor and the Legislature to determine the appropriate amount. more >
