Doris Garner

Doris Garner, Staff Coordinator of the Regents Task Force on Teaching, testified about the state legislature’s failure to fund efforts aimed at recruiting and retaining qualified teachers. The efforts were made in anticipation of a great need for new teachers in light of higher certification requirements and the looming retirement of a large number of teachers. In a 1998 report, the task force asked the Governor and the Legislature to fund a “Teacher Incentive Program” that included a series of scholarships for qualified new teachers, as well as teacher mentoring programs. The Regents then asked the legislature to fund these programs, but the legislature voted down the funding. Ms. Garner also testified about the Regents recent decision to eliminate temporary licenses for teachers by 2003, thus creating an even greater need for recruitment, better teacher training programs, and more professional development.

In 2006, after 13 years in the Courts, the New York State Court of Appeals affirmed the right of every public school student in New York to the opportunity for a sound basic education and the state’s responsibility to adequately fund this right, but deferred to the Governor and the Legislature to determine the appropriate amount. more >
