Jeanne Millman

Jeanne Millman, Director of the Office of Policy Management for the New York City Comptroller’s Office, discussed the critical lack of facilities and qualified teachers for science and math classes in NYC. Ms. Millman said that the shortage of science teachers in New York City has reached crises proportions, as 30% of the City’s science teachers are uncertified, compared with only 6% in the rest of the state. Ms. Millman also cited a dire need for new lab facilities and the safety hazard of old and insufficient lab conditions in City schools. She also stated that NYC has three times the number of uncertified math teachers as there are in the rest of the state.

In 2006, after 13 years in the Courts, the New York State Court of Appeals affirmed the right of every public school student in New York to the opportunity for a sound basic education and the state’s responsibility to adequately fund this right, but deferred to the Governor and the Legislature to determine the appropriate amount. more >
