Howard Tames

Howard Tames, Executive Director, Division of Human Resources for the New York City Board of Education testified Friday and presented the following alarming facts:

As of November 1, 1999 there are a total of 1,091 administrator positions open in NYC.

Between October 1995 and October 1999, the percentage of uncertified teachers in NYC public schools rose from 11.4% to 12.8%.

NYC’s projected teacher vacancies for 1999-2004 number 54,113*.

*Based on projected student enrollment, normal teaching retirements (with Tier I impact) and attrition, and includes 1999-2000 staffing data for Universal Pre-K and Early Class Size Reduction Programs.
